Issue Date: 21st April 2026

1. The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Katsina State Adolescent Girls’ Initiative for Learning and Empowerment Project (AGILE) and intends to apply part of the proceeds toward payments under the contracts for the Construction of 47 Junior Secondary Schools, Phase II, and Package 1: lots 1 to 6 in Katsina State. 
2. The Katsina State Ministry of Basic and Secondary Education through the office of the Project Coordinator Katsina AGILE now invites sealed bids from eligible Bidders for one or several of the following construction lots:

Katsina State AGILE Phase II- Lots (JSS only) 

3. Bidders may bid for one or several lots, as further defined in the bidding document. Bids should be presented separately for each lot.

4. Work period for each lot is 15 months. The margin of Preference shall not be allowed.

5. Bidding will be conducted through Open National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Projects Financing” September, 2025 (“Procurement Regulations”) available on www.worldbank.org/en/programs/project-procurement/framework and is open to all eligible Bidders as defined in the Procurement Regulations.

6. Interested eligible Bidders may obtain further information from the office of the Katsina State Adolescent Girls’ Initiative for Learning & Empowerment Project, and inspect the bidding document during office hours from 9:00 am to 4:00 pm (local time) at the address given below.

7. The bidding document in English may be purchased from the address below and upon payment of a non-refundable fee of One Hundred Thousand Naira (N 100,000.00) only. The method of payment will be bank transfer to SPIU’s bank account: the bank account details are: Bank Name:  United Bank for Africa, Account Number: 1023711368, Account Name: Katsina State Agile Project Support. The document could be collected at the address below on presentation of proof of payment. At the request of the bidder, the documents could also be sent by courier after payment of an additional fee to cover the cost of delivery.

8. Bids must be delivered to the address in paragraph 12 below on or before 19th May, 2026, 12:00 pm (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12:00 pm on 19th May, 2026

9. All Bids must be accompanied by a Bid-Securing Declaration duly signed by the bidder representative.

10.  All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
