Assignment Title: Recruitment of Project Accountant

The Ministry of Education and Training has received financing from the World Bank toward the cost of Tonga Safe and Resilient Schools Project (TSRSP) and intends to apply part of the proceeds for consulting services.

Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.
The Ministry of Education and Training via the TSRSP now invites eligible individual (“Consultants”) to indicate their interest in providing the Services by submitting:
- Cover letter stating your interest and responding to the selection criteria (maximum 2 pages)
- Resume and Supporting Documents to demonstrate that you meet the minimum requirements (maximum 5 pages).
The criteria for selecting the Consultants are provided in detail in the TOR but not limited to:
- At least Bachelor’s in Accounting, Finance, Public, Business Administration or related fields.
- Experience with the WB, donors, public funded projects in Finance or Accounting
- Demonstrated experience in developing countries and similar assignments in the region, particularly working in Tonga
- At least 5 years’ broad experience with donor or public funded projects in accounting including evidence of similar hands-on work
- Demonstrated ability to train and build capacity of others in the team
- Fluency in English and demonstrated ability to be able to write and present succinct reports which clearly articulate identified issues
- Excellent computer skills especially in Words, Excel, Access etc, and ability to generate reports, graphs and analysis
- Demonstrated ability to work well with diverse team and various levels of government
- A knowledge of the relevant Tongan Legislations for FM would be an advantage
- Completion of the World Bank or any professional training modules related to FM, CM & Procurement.
- Any other relevant areas of expertise
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
