The Ministry of Preschool and School Education of the Republic of Uzbekistan (MoPSE) has received grant financing from the Global Partnership for Education (GPE), with the World Bank acting as the Grant Agent, toward the cost of the Uzbekistan Education System Capacity Building Project (the “Project”), and intends to apply part of the proceeds for consulting services.

The consulting services (the “Services”) include the design, development, and delivery of a comprehensive blended certification program on relevant EMIS/ERP systems, data management, data analysis, and evidence-based decision-making for the education sector. The Services will strengthen the capacity of MoPSE staff and relevant education sector professionals to manage ERP/EMIS systems, ensure data quality, conduct data analysis, generate analytical reports and dashboards, use data for planning and monitoring, and support interoperability between education data systems.

The Services will include, among others: training needs assessment and program design; development of the certification program and course structure; development of training materials and learning resources; delivery of the training program through offline/in-person and online formats; certification and evaluation; and analytical reporting and knowledge outputs. The assignment is expected to be implemented over approximately five (5) months. The expected start of the services is August 2026. The contract will be a lump-sum contract.

The Ministry of Preschool and School Education of the Republic of Uzbekistan now invites eligible consulting firms, higher education institutions, training institutions, professional organizations, or joint ventures (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

General experience

At least 3 years of experience in designing and delivering professional training, certification, or capacity-building programs.

Relevant completed assignments

At least 3 completed assignments during the last 3 years in one or more of the following areas: data management; data governance; data analysis or applied statistics; information systems, digital platforms, EMIS, ERP, OpenEMIS, or administrative data systems; data visualization and reporting; evidence-based planning, monitoring, reporting, or decision-making; development and delivery of professional training or capacity-building programs.

Offline and online training experience

Experience in delivering training in both offline/in-person and online formats.

Experience with public/ development sector clients

Experience working with government institutions, public sector organizations, international organizations, or development partners.

Capacity to deliver at scale

Capacity to organize and deliver training at a significant scale, including coordination of training logistics, participant management, and blended learning delivery.

Language capacity for training materials

Capacity to prepare and deliver training materials in Uzbek. The ability to prepare materials in Russian and/or English will be considered an advantage.

Technical capacity and digital infrastructure

Availability of technical capacity and infrastructure to support blended learning, including the ability to host training materials on a cloud system, learning management system, or other relevant digital platform.

 

Experience specifically related to the education sector, EMIS/OpenEMIS, ERP systems, public sector data platforms, or large-scale blended learning programs will be considered an advantage.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
