1. The Federal Government of Nigeria (FGN) has received financing from the World Bank toward the Livestock Productivity and Resilience Support Project (L-PRES) Oyo State Implementation Office and intends to apply part of the proceeds toward payments under the contract for the construction of the Livestock Service Centre, Fasola, in Oyo State.
2. The Oyo State Livestock Productivity and Resilience Support Project (L-PRES) now invites sealed bids from eligible bidders for the construction of the Livestock Service Centre, Fasola, Oyo West Local Government in Oyo State, with a completion period of Twelve (12) months.
3. Name of the Works: Construction Works at the Livestock Service Centre (LSC) at Fasola, Oyo West Local Government in Oyo State.

4. Bidding will be conducted through the National Competitive Bidding procedures using Request for Bids (RFB) as specified in the World Bank’s Procurement regulations for IPF Borrowers – Procurement in investment Projects Financing, Revised Edition of February 2025 (“Procurement Regulations”) available on www.worldbank.org/procure and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible bidders may obtain further information from the State Project Implementation Office – Oyo State Livestock Productivity and Resilience Support Project (L-PRES), Oyo State Agribusiness Development Agency (OYSADA), OYSADA Administrative Office, Qtr. 804, Agodi Reservation Area, Secretariat Road, Off Total Garden, Ibadan, Oyo State and inspect the bidding documents during office hours 0900 to 1600 hours] at the address given below.

6. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below, and upon payment of a non-refundable fee of One Hundred Thousand Naira only (NGN100, 000.00) for One (1) lot only, while additional lot will attract Seventy-Five Thousand Naira only (NGN75,000.00) per other lot up to a maximum of 2 lots. The method of payment will be by bank draft or direct transfer to the designated account below:

7. Bids must be delivered in written form to the address below on or before 12 noon on May 14, 2026. Electronic bidding will NOT be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below by 12:30pm on May 14, 2026.

8.  All bids must be accompanied by a Bid Security as detailed above.

9. Attention is drawn to the Procurement regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract award Notice, using the Beneficial Ownership Form as included in the Bidding Document.

10. A contractor will be selected in accordance with the Request for bids method set out in the Procurement Regulations.
