The Government of Malawi through the Ministry of Education, Science and Technology (MoEST) has received financing from the World Bank and the Global Partnership for Education (GPE) towards the implementation of the Malawi Foundational Learning Program for Results (MFLP), and intends to apply part of the proceeds for consulting services for the engagement of an Individual Consultant to lead the Midterm Review (MTR) of the 2023-2027 Partnership Compact.

The consulting services (“the Services”) include providing high-level technical leadership and independent analytical support in conducting a rigorous, evidence-based Midterm Review of the Partnership Compact. The Consultant will assess progress in delivering the priority reform Quality Foundational Teaching and Learning for all Girls and Boys and evaluate performance across key reform areas including school readiness, foundational learning outcomes, and system capacity, governance and accountability.

The assignment will involve:

  1. Conducting comprehensive reform delivery and systems analysis
  2. Assessing enabling factors such as financing, data systems, and sector coordination
  3. Evaluating progress on agreed GPE top-up triggers
  4. Facilitating inclusive multi-stakeholder dialogue and validation processes
  5. Identifying reform bottlenecks and proposing acceleration strategies
  6. Supporting the definition of strategic priorities for the 2026-2030 period
  7. Preparing a high-quality Midterm Review Memo aligned with GPE requirements

The Ministry of Education, Science and Technology now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should submit updated Curriculum Vitae (CV) and relevant supporting documents demonstrating that they have the required qualifications and experience to perform the Services.

The shortlisting criteria are:

  1. A PhD in Education Policy, Public Policy, Economics, Development Studies, Public Finance.
  2. At least 10 years of progressively responsible experience in education sector reform, policy analysis, or systems strengthening.
  3. Proven experience in conducting large-scale sector reviews, midterm reviews, or program evaluations, particularly in the education sector.
  4. Demonstrated experience working with Government institutions at senior policy level.
  5. Experience working in Sub-Saharan Africa, preferably in low-income or reform-constrained contexts.
  6. Strong analytical and quantitative skills, including ability to assess reform delivery, financing, and system performance.
  7. Proven experience facilitating high-level multi-stakeholder dialogue involving Government, Development Partners, and other stakeholders.
  8. Excellent report writing, communication, and presentation skills, with the ability to synthesize complex information into clear, actionable outputs.
  9. Strong understanding of education sector planning frameworks and global education initiatives (e.g., GPE).
  10. High level of professionalism, independence, and ability to work under tight timelines.
  11. Fluency in written and spoken English.

The assignment is expected to be completed within 12 weeks from the date of contract signature.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (September 2025) setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual (INDV) Consultant Selection method set out in the Procurement Regulations.
