  1. This invitation for expression of interest (pre-qualification) follows the General Procurement Notice (GPN) dated 23/02/2026.
  2. The MINISTRY OF LIVESTOCK AND FISHERIES – TASFAM has received a Credit from the World Bank toward the cost of Consultancy Services for the Technical advisor of Seaweed and sea Cucumber farming Development in Tanzania, and it intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Consultancy Services for the Technical advisor of Seaweed and sea Cucumber farming Development in Tanzania.
  3. The MINISTRY OF LIVESTOCK AND FISHERIES – TASFAM now invites eligible

 

consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for a period of 120.

  1. Interested all eligible tenderers must provide information indicating that they are qualified to perform the services by submitting consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The specific shortlisting criteria are indicated in section of qualification and evaluation criteria.
  2. Consultants may associate with other firms in the form of a joint venture or a sub – consultancy to enhance their qualifications.
  3. The Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
  4. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Gui delines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers of Fourth Edition November 2020 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
  5. Interested eligible consultants may obtain further information through National e-Procurement system (NeST)
  6. Expressions of Interest (EoI) must be delivered though NeST before deadline indicated on NeST.

Description of Services

 

Tanzania’s coastal waters offer significant potential for sustainable mariculture, particularly in seaweed and sea cucumber farming. These sectors contribute to livelihoods, biodiversity conservation, and climate resilience, especially for coastal communities and women-led enterprises. Despite this potential, mariculture development faces several challenges, including fragmented governance and licensing systems, Limited technical capacity and extension support, Weak value chains and post-harvest infrastructure, a Lack of spatial planning and ecological suitability assessments, and Insufficient investment readiness and private sector engagement.

To address these gaps, the TASFAM Project is commissioning an individual Technical Advisor to guide the strategic development of seaweed and sea cucumber mariculture. The advisor will provide technical leadership, policy guidance, and stake holder support to ensure that mariculture expansion is ecologically sound, socially inclusive,and economically viable.

 

Scope of Activity

 

Scope of the Consultancy

The consultancy will encompass the following scope, ensuring alignment with national priorities and international standards.

 

Technical Assessment & Site Suitability

 

  • Review existing mariculture sites and conduct assessments for expansion.
  • Identify ecologically suitable zones for seaweed and sea cucumber farming and field validation.
  • Recommend species-specific farming systems and climate-resilient practices.

 

5Value Chain & Business Model Development

 

  • Analyze existing value chains, market linkages, and post-harvest practices.
  • Propose inclusive business models for small-scale producers, cooperatives, and private investors.
  • Identify opportunities for product diversification, certification, and export readiness.

 

Institutional & Policy Advisory

 

  • Review regulatory frameworks, licensing procedures, and environmental safeguards.
  • Recommend policy reforms to support sustainable mariculture growth.
  • Support integration of mariculture into marine spatial planning and Blue Economy strategies.

 

Capacity Building & Stakeholder Engagement

 

  • Facilitate training sessions for farmers, extension officers, and local authorities.
  • Develop technical manual sand guidelines for seaweed and sea cucumber farming.
  • Engage communities, especially women and youth, in participatory planning and enterprise development.

 

Reporting & Knowledge Products

 

  • Prepare technical reports, policy briefs, and investment profiles.

 

  • Support dissemination through workshops and presentations.
