ADVANCING GENDER EQUALITY IN TANZANIA (PAMOJA) PROJECT

CONSULTANCY (FIRM ) TO PROVIDE BUSINESS SERVICES TO COMMUNITY-BASED WOMEN GROUPS IN ZANZIBAR

The Revolutionary Government of Zanzibar has received financing from the World Bank toward the cost of the Advancing Gender Equality In Tanzania (PAMOJA) Project and intends to apply part of the agreed amount for this loan to payments under the contract  ‘‘Consultancy to Provide Business Services to Community-Based Women Groups In Zanzibar’’

 

The total duration of this consultancy is Eighteen  (18) months, divided into two distinct functional phases: Phase I: Technical Design and Mobilization (First 6 Months) and Phase II: Implementation Support and Supervision (Remaining 12 Months).
 

 

The scope of the consulting services (“the Services”) covers but not limited to the below four main duties,

 

1: Market and Value Chain Assessments

2: Training Needs Assessment (TNA) and Curricula Customization

3: Training of Trainers (ToT) and Capacity Building

4: Continuous Mentorship and Coaching Framework

 

The Terms of Reference (TOR) for the primary procurement stage for the assignment can be obtained at the address given below.

The Ministry of Community Development, Gender, Elderly and Children now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The client is looking for a firm with at least  (7) years’ experience in the Childhood and  Community Development fields. The firm should be registered by recognized professional boards and authorities.

 

The Consultant Team will require a range of specialist expertise and be multidisciplinary in nature to undertake this assignment. As such the Consultant can propose a mix of individuals that include sufficient expertise and are fluent in English. The Consultant has the right to recruit any staff who is eligible for the assignment irrespective of his/her residence or nationality. Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition September 2025, setting forth the World Bank’s policy on conflict of interest set out in the consultant guideline.
