Assignment Title: Consulting services for the preparation of design and cost estimate documentation, and author’s supervision for Food Safety Diagnostic Centers in the Shahritus, A. Jomi, and Hamadoni districts under the Committee on Food Security
Reference No. (as per Procurement Plan): OHP/CS/CQS-2026/03
1. The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services.

3. The State Institute “Agriculture Entrepreneurship Development” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for selecting the Consultant are:
– At least 3 years of proven experience in preparation of design and cost estimate documentation (DED) for construction and/or rehabilitation projects;
– Familiarity with national construction standards and regulations (SNiP, GOST, and other applicable);
– Experience in projects financed by international organizations (e.g., World Bank, ADB, UN agencies) will be considered an advantage;
– Successful completion of at least one similar assignment during the past 5 years, preferably involving laboratory, health, veterinary, or public infrastructure facilities will be considered an advantage;
– Availability of qualified technical staff and organizational capacity to deliver the assignment within the required timeframe.
4. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
5. The selection of consultants will be conducted using the Consultant Qualification Selection (CQS) method, in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services.
