The Republic Democratic of São Tomé and Príncipe has received a financing from the World Bank toward the cost of the Access to Clean Resilient Electricity (ACRE), and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of Solar PV charging Stations, Electric Outboard Motors with Swappable Batteries, and Cold Storage on Principe Island.

The Agência Fiduciária de Administração de Projetos (AFAP) now invites sealed Bids from the following initially selected eligible Applicants for design and build works for the implementation of integrated solar energy and cold chain infrastructure in the Autonomous Region of Príncipe, across three locations: Praia Burra, Praia Santo António, and Praia Abade. The interventions include the supply and installation of solar mini-grids with lithium batteries, cold chambers for refrigeration and freezing, solar greenhouse hybrid dryers, modular fish processing and packaging stations, flake ice makers, refurbishment of a local shipyard, and refrigerated e-bike transport solutions. The contractor will be responsible for detailed design, equipment procurement and installation, initial in-person training, and ongoing digital mentoring for one year, and must comply with the environmental and social requirements of the World Bank.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB)  as specified in the World Bank’s “Procurement Regulations for IPF Borrowers as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%.

Bids must be delivered at the address above on May 08, 2026 10:00 a.m, Local São Tome Time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on May 08, 2026  10:05 a.m, All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

A site visit organized by the Employer is scheduled to take place at Praia Burra, Praia Abade, and Santo António, on Príncipe Island. The visit will occur on 31 March and 01 April, starting at 9:00 a.m.

The meeting point for all participants will be in front of the EMAE Regional Delegation  at 8:30 a.m on Príncipe Island

All Bids must be accompanied by a Bid Security in the amount of US$ 10.000,00 (Ten thousand United States dollars).

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
