1. The Government of Mongolia has received financing from the World Bank toward the cost of the Smart Government II project and intends to apply part of the proceeds toward payments under the contract for the Online Gig Jobs.

1. The Ministry of Digital Development, Innovation, and Communications (MDDIC) now invites sealed Bids from eligible Bidders to implement a pilot program to deliver online gig jobs opportunities for 1,000 youth in Mongolia, of whom at least 500 shall be female.

1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers – February 2025, (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

1. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60%, and for Bid cost: 40%.

1. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100. The method of payment will be a bank transfer to the account specified below. The document will be sent by email.

1. All bidders who have purchased the Request for Bids will be notified of the Pre-Bid meeting via their registered email address. The pre-bid meeting will be held virtually and in person on 5 May 2026 at:

1. Bids must be delivered to the address below on or before 15:00 Hours on 26 May 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 15:10 Hours on 26 May 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

1. All Bids must be accompanied by a Bid Security in the amounts of USD 10,000 (ten thousand US Dollars).

1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
