Assignment Title: Environmental Impact Assessment Consultants for the PHIT Project
1. Background
The Ministry of Finance, Strategic Planning, National Development and Statistics, on behalf of the Government of the Republic of Fiji, has received financing from the World Bank toward the cost of the PHIT Projects and intends to apply part of the proceeds to engage qualified national registered EIA consultants under a Framework Agreement to provide on call, demand driven EAI advisory services. The arrangement enables rapid mobilization of expertise to support project teams in undertaking E&S assessments, E&S screening, EIA studies and capacity building.
The Framework Agreement does not guarantee a minimum level of engagement but allows call off during the implementation of the project.
All services will be delivered in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (September 2025).
All activities under the PHIT Project are subject to the World Bank Environmental and Social Framework (ESF), including the applicable Environmental and Social Standards (ESSs). The PHIT Environmental and Social Management Framework (ESMF) operationalizes these requirements and provides guidance for screening, assessment, mitigation, consultation, and monitoring of environmental and social risks and impacts
Under the Framework Agreement, the Consultant will support the PMU and Implementing Agencies to identify, screen, assess, and manage environmental and social risks in accordance with national requirements and the World Bank ESF, including preparation of ESIAs and other site-specific ESF instruments, as required.
The expected duration of the Framework Agreement is two years with an estimated level of effort of 12 weeks per year (dependent on project needs and readiness).
2. Terms of Reference
Detailed Terms of Reference (TOR) for the assignment are attached to this REOI.
Note that the successful consultant will be required to follow and implement the PHIT Environmental and Social Management Framework (ESMF), which is aligned with the World Bank Environmental and Social Framework (ESF) and applicable Environmental and Social Standards (ESSs) (attached to the REOI).
3. Eligibility and Qualification Requirements
The invites eligible individual consultants to express their interest in providing the Services.
Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience, including:
Minimum Qualifications
Eligible Consultants will
- Be registered as an EIA Consultant in Fiji.
- Be based in Fiji.
- Have demonstrated knowledge and/or experience in environmental and social considerations related to the PHIT projects (e.g. health infrastructure, labor and working conditions, community health and safety, stakeholder engagement).
- Have experience undertaking EIAs for comparable projects.
- Have demonstrated working relationships with key relevant stakeholders including government.
- Have a track record of successful EIA approvals in Fiji.
- Have a demonstrated understanding of relevant approval processes in Fiji.
- Have a minimum of 10 years’ equivalent full-time experience as an E&S specialist.
- Hold an advanced degree in a relevant field.
Desirable Experience
- Practical experience applying the World Bank Environmental and Social Framework (ESF), including relevant Environmental and Social Standards, in project preparation or implementation.
Only individual consultants are eligible. Consulting firms or joint ventures are not eligible for this assignment.
4. Selection Method
The consultant will be selected in accordance with the World Bank Procurement Regulations for IPF Borrowers (September 2025).
5. Submission of Expressions of Interest
Expressions of Interest must include:
- A cover letter expressing interest in the assignment and addressing the minimum and desired qualifications
- An updated curriculum vitae (CV) demonstrating relevant experience, including relevant projects (role, project description, outcome)
- A schedule of rates and estimated availability
