Description complète
REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)
COUNTRY: West Bank and Gaza
NAME OF PROJECT: Advancing Sustainability in Performance, Infrastructure, and Reliability of the Energy Sector in the West Bank and Gaza (ASPIRE III).
Grant No.: TF-C7605
Assignment Title: Functional Review of Key Energy Sector Institutions in the West Bank.
Reference No.: GZ-PENRA-548218-CS-CQS.
The Palestine Liberation Organization for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Advancing Sustainability in Performance, Infrastructure, and Reliability of the Energy Sector in the West Bank and Gaza Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include to conduct a Functional Review of key energy sector institutions in the West Bank—PENRA, PETL and PERC to improve their efficiency, effectiveness, and accountability.
The review will assess each institution’s mandate, structure, governance, human and financial resources, digital systems, and operations to identify strengths and weaknesses. It will map institutional roles to uncover overlaps, gaps, and coordination challenges, and compare actual performance against formal mandates and sector targets, to highlight deviations and capacity constraints.
Based on these findings, the consultant will recommend targeted improvements—such as cost-saving measures, streamlined processes, optimized staffing, better financial controls, and digital upgrades—supported where possible by estimated efficiency gains. A phased reform roadmap will then be developed, outlining short-, medium-, and long-term actions, implementation responsibilities, and SMART KPIs to guide and monitor progress.

– Expected start date of the assignment (first of June 2026).
