Description: Family Literacy and Home Learning Specialist (Read@Home) – International Consultant of the Global Partnership for Education III – Learning and Equity Acceleration Project (GPE III – LEAP)

 

Background

The Government of the Lao People’s Democratic Republic, through the Ministry of Education and Sports (MOES), is implementing the Lao PDR Global Partnership for Education III: Learning and Equity Acceleration Project (P173407), financed by the World Bank and the Global Partnership for Education.

The Project aims to improve learning outcomes in primary grades in targeted districts and strengthen teacher and system performance.

Under Component 1, the Reading Readiness Program (RRP) promotes early literacy for children aged 3–5. The Read@Home initiative complements this by improving access to children’s books and strengthening caregiver engagement in home-based reading activities.

Objectives of the assignment:

The objective of this assignment is to support the design and implementation of the Read@Home activity by:

  • Strengthening caregiver engagement in reading activities at home, including for non-literate caregivers;
  • Ensuring alignment between home-based activities and classroom practices; and
  • Establishing sustainable delivery, supervision, and monitoring systems within MOES.

Scope of work:

The consultant will work closely with MOES technical departments and the World Bank team to:

  • Select and adapt age-appropriate children’s books aligned with the Lao context;
  • Develop an implementation strategy and delivery model;
  • Prepare caregiver guidance and communication materials;
  • Design and deliver training programs (ToT and cascade training);
  • Develop supervision, coaching, and monitoring systems.

Deliverables

Key deliverables include:

  • Inception report and implementation plan;
  • Finalized list of children’s books;
  • Caregiver engagement materials;
  • Training packages and facilitation of ToT;
  • Supervision and M&E tools;
  • Training completion report;
  • Implementation learning memo with recommendations.

Qualifications and Experience

Interested candidates should meet the following requirements:

  • Advanced degree (Master’s or PhD) in education, early childhood development, or related field;
  • Minimum 10 years of relevant experience in early childhood or family literacy programs in LMICs;
  • Proven experience in developing caregiver materials and delivering training programs;
  • Experience working with government institutions and technical working groups;
  • Familiarity with open-source children’s learning materials;
  • Experience in monitoring and evaluation systems;
  • Excellent command of English (written and spoken).

Duration of Assignment:
The consultancy will run from June to December 2026.

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011), which sets forth the World Bank’s policy on conflict of interest. The consultant will be selected based on the Individual Consultant Selection method set out in the Consultant Guidelines.
