A hypervisor is a type of software, firmware, or hardware that creates and runs virtual machines by separating the operating system from the physical hardware. It reduces the physical footprint of data centres by clustering processing power, storage and networking. EirGrid’s existing EMS, I-SEM and Corporate environments all use software from VMware for virtualization. VMware therefore underpins all of EirGrid critical infrastructure. Crucially, these licences will allow us to use VMware software and to avail of their crucial 24*7 support and maintenance services, which includes access to technical resources and a dedicated account manager as a point of contact for such issues. EirGrid intends to renew these licences for a further 2.5 years, up to 18th March 2027.

Autre justification: Our VMware licences for the above environments expired on 19th July 2024. As such, we are critically exposed and operating at a very high risk due to our inability to gain access to VMware support outside of the licence term. VMware underpins the entire EMS for the island of Ireland. All of the Microsoft Windows-based, GE-related software sits on top of the 130 virtual servers that run on VMware across EirGrid and SONI in our 4 sites. If we have a minor, major or critical incident within the VMware estate for the EMS, I-SEM or Corporate environments, we have no support. As an operator of critical national infrastructure, we are obliged to maintain a strong security posture. During our licence period, we have access to software updates from VMware that improve their offering and patch various cybersecurity issues. Since the licences have expired, we do not have access to these updates/patches – which could leave us severely exposed to a cyber-attack, which could cause significant damage and disruption to our critical systems. For example, we were recently exposed to a global IT outage stemming from CrowdStrike. If EirGrid or SONI were to experience a loss of service within the VMware estates for EMS, I-SEM or for our Corporate environments, due to a cyber-attack, reliance on out-of-date software or otherwise, we would be without dedicated specialised support to fix this critical issue. This is a very high and consequential risk that we simply cannot endure.
