(ACCESS) – Bangladesh Phase 1 Project

 

Assignment Title:      Individual Consultant Service as Monitoring and Evaluation Specialist (National) for   Customs Modernization and Infrastructure Development Project under Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS) – Bangladesh Phase 1 Project

 Reference Number:   SD-17

1. The Government of the People’s Republic of Bangladesh (GoB) has received financing from the World Bank towards the cost of Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS)– Bangladesh Phase-1 Project. National Board of Revenue (NBR) will implement the Customs Modernization and Infrastructure Development component under the project. It intends to apply a part of the proceeds of this credit for the services of an individual National Consultant as Monitoring and Evaluation Specialist.

2. Main objective of this consultancy services is to assist PIU-NBR in strengthening its monitoring and evaluation systems and practices and generate evidence-based feedback for program planning and policy formulation. The Financing Agreement for the project and the Project Implementation Manual will serve as the key-instruments for the purpose.

 3. The broad scope of consulting services (“the Services”) includes but not limited to carrying out following in the project.

  1. Assist the NBR-PIU to develop its Monitoring and Evaluation Framework and Plan.
  2. Develop Recording and Reporting Forms and Formats
  3. Capacity Building of on Monitoring and Evaluation.
  4. Prepare Monthly, Trimester and Annual Reports
  5. Field Monitoring and Monitoring Report Writing
  6. Assist in Project Evaluation
  7. Perform other tasks assigned by the Project Director.

4. The expected date for commencement of the services is July 2026, and the tentative duration of the entire assignment is approximately 24 (twenty-four) man-months, or up to June 2028. The contract may be renewed depending on the provisions of the next RDPP. Detailed Terms of Reference (TOR) and other information will be 

available upon request from the address provided below either through email or in person.  The TOR can also be found at the following website: (www.nbr.gov.bd).

5. The National Board of Revenue (NBR) under Internal Resources Division, Ministry of Finance, Government of Bangladesh now invites eligible Individual to indicate their interest in providing the Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The selection criteria are: 

(a) Education

Master’s degree in social science/statistics/business administration preferably in development planning, economics, commerce or management. Bachelor’s Degree in Civil Engineering will be an added advantage. Sound knowledge in development planning process and development plans in Bangladesh.   

(b) Experience

At least 5-year experience in monitoring and evaluation, results-based management. Experience working within development agencies preferably in government system. Excellent writing and analytical skill in drafting concept notes and reports. Good presentation, interpersonal and communication skills including command in English and local languages. Good command in basic IT applications.
 

 6. The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, July 2016 and updated in September 2025, setting forth the World Bank’s policy on conflict of interest.

7. A consultant will be selected following the Selection of Individual Consultant method set out in the World Bank Procurement Regulations for IPF Borrowers, July 2016, and updated in September 2025.
