Titre: The purchase of lawyer services to the Norwegian Customs.
Description: The Norwegian Customs invites tenderers to an open tender contest for the purchase of lawyer services. The framework agreement for lawyer services is divided into three sub-areas (sub-contracts), where a contract shall be signed with one tenderer per sub-area. As a starting point, internal lawyers are used for legal issues, but at times the agency needs consultancy, quality assurance or specialist competence within the stated sub-areas below. Participation in negotiations and meetings, as well as assistance within dispute resolution and procedure can also be relevant within the requested sub-areas. The objective of the framework agreement is, therefore, to ensure the Norwegian Customs effective access to qualitatively good lawyer services as needed, in an efficient manner and on competitive terms. The sub areas are as follows: Sub area 1: Labour law and pensions. Sub area 2: Business Lawyer Areas Sub area 3: Public law areas Tenders can be submitted for one or several sub areas. Each sub area constitutes a competition and it will be evaluated independently of the other sub-areas. If a tender is submitted for several sub-areas, it is a prerequisite that the tenderer fulfils the qualification and award criteria requirements for each sub area.

The nature of the procurement is assistance with consultancy, quality assurance or specialist competence within the stated sub-areas. Participation in negotiations and meetings, as well as assistance within dispute resolution and procedure can also be relevant within the requested sub-areas. This involves a labour supply in order to carry out these services. The work will typically be carried out as desk work. The key resources ? need for office space and equipment, the energy consumption in the building they work in and travel activities contribute to climate footprint and environmental impact. The Norwegian Customs considers, however, that none of the above elements fall within the nature of the procurement. The main service is the key resources ? work input. It is considered that the climate and environmental impact is immaterial in the service category that shall be procured within. The Norwegian Customs will, on the basis of its assessment, use the exclusion provisions in the procurement regulations § 7-9 fifth paragraph, as the procurement is justified by nature to have a climate footprint and an environmental impact that is immaterial.
