1. The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of Sindh Livestock and Aquaculture Development Project and intends to apply part of the proceeds toward payments under the contract for Procurement of Instruments/ equipment / chemicals for strengthening the capacities of Vaccine Production Unit against TADs and other vaccines at SIAH laboratories.

2.         The Sindh Livestock and Aquaculture Development Project, Livestock and Fisheries Department, Government of Sindh, Pakistan now invites sealed Bids from eligible Bidders for Procurement of Instruments/ equipment/ chemicals for strengthening the capacities of Vaccine Production Unit against TADs and other vaccines at SIAH laboratories.

3.         Bidders may Bid for one or several contracts, as further defined in the Bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

4.        Bidding will be conducted through Open International Competitive Bidding (ICB) procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” revised September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5.         Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% for financial and 30% for the technical.

6.         Interested eligible Bidders may obtain further information from the Project Implementation Unit (PIU), Sindh Livestock and Aquaculture Development Project, Livestock and Fisheries Department, Government of Sindh, Pakistan, through pd.livaqua@gmail.com and ps.livaqua@hotmail.com and inspect the bidding document during office hours 0900 to 1700 hours  at Bungalow No. A-53/1, located in Muslim Housing Society, Qasimabad, Hyderabad.

7.         The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of PKR 15,000 in the favor of “Project Director, Project Director, Sindh Livestock and Aquaculture Development Project”. The method of payment will be pay order. The document will be sent by registered courier or by hand.

8.         Bids must be delivered to the address below Bungalow No. A-53/1, located in Muslim Housing Society, Qasimabad, Hyderabad, on or before 11th May 2026 before 12.00 hours. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below Bungalow No. A-53/1, located in Muslim Housing Society, Qasimabad, Hyderabad, on 11th May 2026 at 12.00 hours. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

9.         All Bids must be accompanied by a “Bid Security” in a form of Bank Guarantee or Banker’s Cheque issued by a Scheduled Bank of Pakistan in favor of “Project Director, Sindh Livestock and Aquaculture Development Project”. Bidders intending to apply for multiple lots must submit the sum of the bid security(ies) against the quoting lots.
