REQUEST FOR BIDS (RFB)

NON CONSULTING SERVICES

Project Implementation Unit, Directorate General, Local Government & Rural Development Department

1.    The Government of Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Khyber Pakhtunkhwa Rural Investment and Institutional Support Project, Local Government Component (KP-RIISP,LGD) and intends to apply part of the proceeds toward payments under the contract for Procurement of Village Facilitation and Social Partner (Village Development and Behavior Change) for District Orakzai, Kurram, Sub Division  Hassan Khel, Dara Adam Khel ,Package – III. For this contract, the Borrower may process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

2.    The Project Implementation Unit, Directorate General, LG&RDD, KP-RIISP now invites sealed Bids from eligible Bidders for supporting PIU, LG&RDD in the implementation and achieving the objectives and goals set for the project. The main objective of the Village Facilitating Social Partner (VFSP) is to support the Directorate General of Local Government in the field-level implementation of the village grant component of the project, through a dedicated team of social mobilizers, village facilitators, etc., to be deployed to villages in supporting the rollout of the approved village development plans including community mobilization, and capacity building. The detailed Term of Reference (TORs)/ Scope of Work for required services are given in the RFB documents.

3.    Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -Fourth edition, November 2020. (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4.    Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%.

5.    Interested eligible Bidders may obtain further information from Mr. Riaz Ahmad, Procurement Specialist, Project Implementation Unit, Directorate General, Local Government and Rural Development Department, KP-RIISP, Peshawar, Khyber Pakhtunkhwa (procurementlgrd.kpriisp@gmail.com) and inspect the bidding document during office hours 0900 to 1700 hours at the address given below.

6.    The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of PKR. 15,000/-. The method of payment will be Call Deposit Receipt in the name of Director General, LG&RDD. The document can be received by Special messenger personally by hand or can be emailed for international bidders or any other bidder who choose the email receipt.

7.    Bids must be delivered to the address below on or before 20th May, 2026 at 14:00 hours (Pakistan Standard Time). Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on          20th May, 2026 at 14:00 hours (Pakistan Standard Time) in the conference room of Directorate General, LG&RDD. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

8.    All Bids must be accompanied by a Bid-Securing Declaration Form with Technical Bid.

9.   To ensure effective implementation and timely service delivery, any Firm or Joint Venture (JV) awarded a contract as the Village Facilitation Social Partner for any single package (I, II, or III) under the LG&RDD component of KP-RIISP, shall be ineligible for the award of any remaining packages. Considering the packages II and III bidding process are running in parallel, if any bidder is the most advantageous bidder for both the packages II and III, the firm will be given the opportunity to select either of the packages. And the remaining package will be awarded to the next most advantageous bidder.

10.  Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
