REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES– FIRMS SELECTION)

The Government of the United Republic of Tanzania has received financing from the World Bank towards the cost of the Dar es Salaam Urban Transport Improvement Project (DUTP) and intends to apply part of the proceeds for eligible payments under the contract for Project Management Consultancy (PMC) Services to Plan and Design the Intelligent Transportation Systems (ITS) for BRT Phase 4 Corridor, in Dar es Salaam through Dar Rapid Transit Agency (DART).

The consulting services (“the Services”) include the contract to Support Dar Rapid Transit Agency (DART) in the Engagement of a Project Management Consultant (PMC) to support the successful completion of the Planning and Design of the Intelligent Transportation System (ITS) for BRT Phase 4 for Six (6) months.

The objective of this procurement is to engage a Project Management Consultant (PMC) to support the successful completion of the Planning and Design of the Intelligent Transportation System (ITS) component for BRT Phase 4.

The broader aim of this assignment is to facilitate the development of an Integrated Traffic Management System (ITMS), designed to monitor, control and manage traffic flows across Dar es Salaam urban roads. By integrating advancing technologies with urban infrastructure, the ITMS will enhance the efficiency and coordination of road transport operations. Ultimately, the implementation of this project is expected to significantly reduce traffic congestion and improve mobility across the city.

The Dar Rapid Transit Agency (DART), an Executive Agency of the Ministry of Regional Administration and Local Government, Prime Minister’s Office now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Core business of the firm and years in business,
  2. Experience on similar assignments in the last ten (10) years,
  3. Experience in undertaking similar assignments in Africa or developing countries, and
  4. The technical and Managerial capability of the firm (provide only the structure of the organization, general qualifications and number of key staff. Do not provide CVs of staff. key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 13.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
