1. The Palestine Liberation Organization has received financing from the World Bank toward the cost of the third phase of Advancing Sustainability in Performance, Infrastructure, and Reliability of the Energy Sector in the West Bank and Gaza and intends to apply part of the proceeds toward payments under the contracts for the Supply, installation, and configuration of SCADA system (Hardware and Software to develop PETL’s SCADA System).
2. The Palestinian Energy and Natural Resources Authority now invites sealed Bids from eligible Bidders for the Supply, installation, and configuration of SCADA system (Hardware and Software to develop PETL’s SCADA System) in accordance with the following Supply and Installation & Commissioning Schedules which are part of the bidding document:

- Schedule 2 — SCADA/ADMS Software – Supply
- Schedule 3 — Site Works for SCADA Expansion – Supply
- Schedule 4 — Test-Maintenance Equipment
- Schedule 5 — Cellular Communication (CPs + 2nd redundant media for S/Ss)
- Schedule 6 — Spare Parts
Installation and Commissioning Schedules:
- Schedule 1 — Control Center Installation and Commissioning
- Schedule 2 — SCADA/ADMS Software – Configuration
- Schedule 3 — Site Works for SCADA Expansion – Installation
- Schedule 4 — Cellular Communication (CPs + 2nd redundant media for S/Ss)
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): [60%] and for Bid cost: [40%].
5. Interested eligible Bidders may obtain further information from Palestinian Energy and Natural Resources Authority (PENRA), Procurement Officer, Email: procurement@menr.org and inspect the bidding document during office hours [8:00 a.m. – 3:00 p.m.] local time at the address given below.
6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 USD. The method of payment will be by deposit in the following bank account:

The document will be sent by Email or by hand national Courier. The bidding documents can also be downloaded via PENRA’s website and the High Council for Public Procurement Policies website: https://www.shiraa.gov.ps/ar-JO/ProcurementList
7. Bids must be delivered to the address below on or before 11th May 2026, 12:00 PM (local time, GMT+3). Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below (mentioned in paragraph no.12) on 11th May 2026, 12:00 PM (local time, GMT+3). All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. Site visits will be held with interested bidders at the addresses and times indicated below at dates specified in the table below. The purpose of the meeting is to clarify to bidders any technical and/or non-technical questions and to allow bidders to familiarize themselves with the site conditions, existing facilities, interfaces, and any constraints that may affect the preparation of their bids. Attendance at the site visit is optional and shall not be a prerequisite for bid submission; however, bidders are encouraged to attend to obtain first-hand information relevant to the scope of the Works and Services.

– Bidders may check the specific locations via the technical specifications document, List of Tables: Coordinates of the Project Locations (Latitude and Longitudes).
– Bidders who wish to attend the site visits shall submit an official written notification to PENRA by email prior to the scheduled dates of the visits.
9. A pre-bid meeting will be held on 13th April 2026 from 11:00 AM to 12:30 PM (GMT+3) at the Palestinian Energy & Natural Resources Authority (PENRA) Headquarters, Al-Irsal Street, 5th Floor (Meeting Room), Al-Bireh, West Bank & Gaza. The meeting will also be accessible virtually; interested bidders may request the meeting link in advance by contacting procurement@menr.org. The purpose of the meeting is to provide clarifications on the bidding documents, submission requirements, and to address any queries raised by prospective bidders. Participation is not mandatory; however, bidders are strongly encouraged to attend.
10. All Bids must be accompanied by Bid Security with an amount not less than 85,000 USD. The bid security shall be valid for 148 days from the bid’s submission date until 06th October 2026.
11. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
