Project: Emergency Operations for Development – ​​Additional Financing Project
Subject: Request for Quotation
Greetings
The Government of Iraq has received a loan from the World Bank for the Emergency Operations for Development – ​​Additional Financing Project. The Ministry of Education/World Bank Emergency Additional Loan Management Team intends to use a portion of this loan to finance the purchase of sports equipment.
This procurement process will be carried out in accordance with the procurement method specified in the World Bank’s “Procurement Regulations for Investment Project Financing Borrowers” (July 2016, revised September 2023) and the procedures specified herein.
The Ministry of Education – World Bank Emergency Additional Loan Management Team – Procurement Unit invites you to submit your quotation for  supply of sports equipment. These can be obtained from the address below free of charge, along with the terms of the contract. Preparing a Quotation:
The bidder must submit the following documents:
1. A list of priced materials and their specifications,  (the table may be reprinted at the bidder’s risk).
2. Documents proving the bidder’s eligibility, including:
A. Bidder’s identification documents, such as a copy of the civil status ID, unified ID card, or passport.
B. Bidder’s address information, such as residence information (a copy of the residence card) or business location information (a copy of the lease agreement).

C.Valid Tax Registration Certificate or equivalent
D. A personal undertaking from the bidder that he is not prohibited from contracting under Iraqi laws and confirms compliance with the World Bank’s anti-fraud and anti-corruption requirements attached.
Quotation Validity: The required validity period for quotations is thirty (30) days from the final date for submitting bids.
Quotation Closing and Sealing: The quotation and all of the above documents must be placed in a single sealed envelope marked with the above-mentioned procurement order number and the bidder’s name, addressed to the Ministry of Education, Project Management Team, World Bank Emergency Additional Loan.
Quotation Submission: The quotation must be submitted by hand to the address below on the date and time mentioned below. Deadline: Tuesday , 19th May_ 2026, at 11:00 AM (local time).

Origin of Goods: All goods must originate from a country not prohibited by Iraqi laws or subject to boycott decisions issued by the United Nations.
Technical Criteria: The specifications specify the minimum specifications for the goods required. The goods offered must meet these specifications.
Currency: US dollars or any other convertible currency.
(For comparison purposes only, the evaluation currency is the Iraqi dinar. Bids submitted in other currencies will be converted into this currency for evaluation purposes only using the exchange rates published by the Central Bank of Iraq on the evaluation date.)
Best Evaluation of Bid: The best evaluated bid is the lowest priced, qualified, and technically compliant bid.
Delivery: Prices are based on the price of the goods delivered to the Ministry of Education’s warehouses in Baghdad.
Taxes and Fees: Goods supplied under this purchase order are not exempt from duties or taxes
Procurement Period: Delivery must be made within (10) ten days from the date of notification of bid acceptance.
Warranty Period: 12 months from the date of delivery.
Payment Method: Payment will be made by check payable to the bidder ( or trade name) upon delivery of the goods and issuance of a receipt and quality approval.
Payment will be made within (20) twenty days from the submission of the payment request and supporting documents after the goods have been delivered, conformed to specifications, and accepted.
