Assignment Title: Project Management and Construction Supervision of Reconstruction of 97 km section of M41 Highway
Reference No. (as per Procurement Plan): UZ-CTSIP-10001-CS-QCBS
The Republic of Uzbekistan has applied for financing from the International Bank for Reconstruction and Development (IBRD) of the World Bank Group toward the cost of the Connectivity and Transport Sector Improvement Project (CTSIP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Project Management and Construction Supervision for the reconstruction of the section 1525-1622 km (97 km) of the M41 “Bishkek – Dushanbe – Termiz” highway, with an expected implementation period of 2026-2030.
The Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest.
The “Avtoyulinvest” Agency under the Committee for Roads now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
(i) the firm should have been in business for the past 10 (ten) years and providing construction supervision services;
(ii) the firm should have experience as “the Engineer” in at least 3 (three) completed contracts (assignments) of USD 4 (four) million equivalent and above, financed by IFI similar in scope, magnitude and complexity for full-time project management and on-site supervision completed since January 2018 of road construction projects with the donor E&S safeguards monitoring function. The experience in Uzbekistan and Central Asia will be considered as an advantage. (Note: Consultants shall clearly mention the work experience indicating consulting service amount, duration of the assignment, commencement and completion year, project area, detailed road features including road length, width and number of lanes, road pavement, etc.);
In case of Joint Venture: The JV members should have jointly (with the same members) completed 3 (three) similar contracts meeting the above requirements.
(iii) the firm must demonstrate an annual revenue of at least USD 2 (two) million equivalent in each of the last (2) two reporting years (2023-2024), supported by audited financial statements;
(iv) the firm should have liquid assets of at least USD 1 (one) million (as of December 31, 2024) to cover potential cash flow gaps, supported by the most recent financial statements or bank confirmation;
(v) the firm must demonstrate availability of ISO 9001 and ISO 14001 or equivalent certifications.
For the Joint Ventures (if applicable): Maximum number of members in a Joint venture shall be 2 (two). For criteria (iii) and (iv) – the Lead member must meet the requirements on the revenue or reserves.
Key Experts will not be evaluated at the shortlisting stage.
The shortlist will contain 5 to 8 firms.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost‑Based Selection (QCBS) method, as set out in the World Bank’s Procurement Regulations for IPF Borrowers and as further detailed in the Request for Proposals (RFP).
