- The Government of Mongolia has received financing from the World Bank toward the cost of the Smart Government-2 project and intends to apply part of the proceeds toward payments under the contract for the “Upgrading of the equipment for the Digital Cabinet and Cabinet Secretary’s digital transformation”.
- The Ministry of Digital Development, Innovation, and Communications (MDDIC) now invites sealed Bids from eligible Bidders for the Upgrading of the equipment for the Digital Cabinet and Cabinet Secretary’s digital transformation to be delivered to the location stated in the Final Destination of “List of Goods and Delivery schedule.
- Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, as updated, and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from Project Implementation Unit, Smart Government-2 project, at procurement1@smart.gov.mn and inspect the bidding 51document during office hours 09:00 to 18:00 at the address below:

- The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100. - Bids must be delivered to the address in Para. 9 below on or before 15:00 Hours on 11 May 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 15:10 hours on 11 May 2026.
- All Bids must be accompanied by a Bid Security in USD 6,500 (six hundred five thousand US Dollars).
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
